My Not The Official WordPress.com Gallery FAQ has been completely updated to include the changes resulting from the introduction and recent update to WordPress.com’s Photo Carousel and has been edited for clarity.
Again, the Gallery feature seems to be a continual work-in-progress. Still hoping that one day in the not-too-distant future, WordPress will get around to completely revamping its media handling.

Highlighting photos from a Gallery in a Text widget using the Gallery shortcode and a Post or Page ID number, If you wish to highlight only a few photos, use "includes." Photos must appear in a published Post or Page otherwise visitors will get a 404 error if they click on a photo to view it. Also works with the Slideshow type Gallery.
